Return to Learn COVID Mitigation Plan
To provide support and resources for parents and staff, NSC has updated its COVID mitigation plan to provide guidance when questions arise regarding COVID-19 and student/staff health. The latest document was approved on September 13, 2022, and will be updated as new information and resources become available.
Please note, information and recommendations in this section are based on findings from the Centers for Disease Control and Prevention, and the St. Louis County Department of Health. Information is subject to change based on the rates of infection in the general community.
NSC is a Mask-Recommended Learning Environment
Normandy Schools Collaborative will transition to a mask-recommended environment for NSC staff and students in grades PK-12 if certain criteria are met at each school. COVID-19 community data will also be considered. This plan also continues to allow students and staff the option to wear masks if they so choose. Staff and students will still be required to wear masks on buses.
How It Will Work
Masks are recommended (not required) in PK-12 schools if a building’s weekly percentage of individuals who test positive does not exceed 1.5% of a school’s total student population (students and staff). This weekly percentage will be calculated based on in-school exposures only. COVID-19 data in the surrounding community will also be considered.
Note for school data tracking: “Positive case” is defined as an individual who tests positive or is presumed positive for COVID-19 and has had exposure to other individuals at school.
If the percentage of positive cases who have in-school exposure is greater than 1.5% of a school’s total population (students and staff), barrier face masks will be required at school for at least two weeks. To resume mask-optional status, a school’s weekly percentage of positive cases who have in-school exposure must be less than 1.5% after the two-week period. Data will be reviewed weekly.

Visitors
The district will recommend visitors wear masks when in district buildings. Visitors will be limited to parents/guardians for specific meetings (e.g., teacher conferences) and vendors or other service providers on-site for required district business.
Monitoring
The district will track the rates of positive cases on a daily basis and make masking decisions each week, based on each individual school’s data, and COVID-19 data in our community.
Universal Masking
Normandy Schools Collaborative reserves the option to reinstate universal masking if required to keep staff and students safe. The Board authorizes the Superintendent or designee to return to a mask mandate inside all buildings if the CDC’s COVID-19 Community Transmission Levels return to high or medium risk. This authority is granted in Missouri State Statutes 167.191 and 171.011, and JEGB policies EBB: Communicable Diseases and GBE: Staff Health and Safety.
