Rev. Cedric Portis, Florissant, has served as senior pastor of Third Presbyterian Church in St. Louis since 2003, with responsibilities including but not limited to preaching, teaching, visionary planning, budget analysis and staff supervision. Rev. Portis is also an adjunct professor of Ethics, Critical Thinking and Organizational Leadership for the University of West Los Angeles. Before his call to ministry, he served for more than 11 years as an engineer project manager in many significant public construction projects around the metro St. Louis area. Rev. Portis holds a Master of Divinity degree from Eden Theological Seminary, a Master of Project Management degree from Keller Graduate School of Management and bachelor’s degrees in Christian ministry from St. Louis Christian College and mechanical engineering from the Missouri University of Science and Technology.

Mrs. Pamela Westbrooks-Hodge

Pamela Westbrooks-Hodge currently works at Edward Jones leading Compliance Oversight within the Legal and Compliance Division. She holds certifications in financial, operational and information systems auditing and has considerable expertise in strategy formulation/execution and talent development. She previously worked for Express Scripts, Anheuser-Busch and Bank of America in senior Governance, Risk and Compliance roles. A wife and mother of two, Mrs. Westbrooks-Hodge is also a 1987 graduate of Normandy High School. A graduate of Northwest Missouri State University, she earned her bachelor's degree in finance, and her master's degree in business administration from the University of Missouri-St. Louis. Mrs. Westbrooks-Hodge is a resident of Pasadena Hills, and has worked with several community organizations including serving on the boards of Beyond Housing, and The Bridge Outreach. She has also served on the board of Neighborhood Houses, and as a member of the United Way campaign steering committee with Express Scripts. She is also an active member and former President of Alpha Kappa Alpha Sorority, Inc., Omicron Eta Omega Chapter (Normandy, Mo.).

Sheila Grimes Williams, Pasadena Hills, has many years of experience as an educator and has served as Executive Director of School Programs and board member for the Normandy School District. She previously served as Training Academy Director for the Efficacy Institute of Waltham, Massachusetts, assisting schools, school districts and community agencies in implementing efficacy initiatives in eight states and the District of Columbia. Prior to her work in Massachusetts, Ms. Williams spent more than 30 years as a teacher, reading and math specialist, and program administrator with St. Louis Public Schools.

Richard Ryffel, Clayton, is a Senior Lecturer in the Finance Department of the Olin Business School at Washington University in St. Louis.  He was appointed to the JEGB when it was established and is its immediate past president. Mr. Ryffel was also a long-standing board member and board chairman of Beyond Housing, a community development organization that works in the Normandy Schools Collaborative/24:1 footprint to promote education, housing, health, employment and economic development.

Sara Foster is the Executive Vice President for Talent & Corporate Administration for Commerce Bancshares Inc. A graduate of Normandy High School, Mrs. Foster earned her bachelor’s degree at the University of Missouri-St. Louis, and an executive master’s degree in business administration from Washington University. In addition to her service on the JEGB, Mrs. Foster is also the board chairperson for Big Brothers/Big Sisters of Eastern Missouri, a member of the University of Missouri-St. Louis Chancellor’s Council, and member of the YMCA Childcare Committee. Mrs. Foster joined the JEGB in July 2017.
