Official Ballot Languge:

Proposition N

Ballot wording:

Shall the Joint Executive Governing Board of Normandy Schools
Collaborative of St. Louis County, Missouri, be authorized to increase
the operating tax levy ceiling by $0.5500 per $100 of assessed valuation
according to the 2027 assessment for the purpose of funding teacher
attraction and retention and student achievement and other general
operating expenses of the District? If this proposition is approved, the
adjusted operating levy of the school district per $100 of assessed
valuation (using the 2025 tax rates) is estimated to increase by $0.5500
per $100 of assessed valuation according to the 2027 assessment to
$3.4085 for residential real property, $4.0412 for commercial real
property, $4.4346 for agricultural real property, and $5.2100 for personal
property, however, the school district’s overall tax levy is expected to
remain unchanged due to an expected decrease of $0.5500 in the debt
service levy.

Proposition B

Ballot wording:

Shall the Joint Executive Governing Board of Normandy Schools
Collaborative of St. Louis County, Missouri borrow money in the
amount of $40,000,000 for the purpose of acquiring, constructing,
renovating, improving, demolishing, furnishing and equipping school
sites, buildings, and related facilities, including the purchase of vehicles,
and issue general obligation bonds for the payment thereof? If this
proposition is approved, the adjusted debt service levy of the school
district is anticipated to remain at the current levy of $1.8000 per one
hundred dollars of assessed valuation of real and personal property.

Proposition N and Proposition B: November 3, 2026, Election

On August 21, 2026, the Normandy Schools Collaborative Joint Executive Governing Board approved placing two propositions on the November 3, 2026, ballot that are not expected to increase the current school tax rate: Proposition N, a tax levy transfer to fund teacher attraction and retention, and Proposition B, a bond issue to support improvements to school and building facilities.

Residents within the Normandy Schools Collaborative attendance area will have the opportunity to vote on:

Proposition N — Tax Levy Transfer (No Tax Rate Increase)
Proposition N – to allow the district to transfer approximately $2.5 million within the existing tax levy structure. The proposed transfer would not increase the district’s tax rate.

Proposition B — Bond Issue (No Tax Rate Increase)
Proposition B - to authorize the district to borrow approximately $40 million in bonds to support improvements to Normandy Schools Collaborative buildings and facilities. The proposed bond issue would not increase the district’s tax rate.

What the Propositions Would Support

Proposition N is a no-tax-increase tax levy transfer to fund teacher recruitment and retention, student achievement, and other general operating expenses.

Proposition B is a no-tax-increase bond issue that will fund construction, renovations, and improvements to District buildings and facilities.

If approved by voters, the funds would be used to address necessary repairs and improvements to school buildings and facilities, with a particular focus on North Hall at Normandy High School, Bel-Nor and Jefferson Elementary Schools, while also providing resources to support the district’s ability to maintain cost-of-living increases and remain competitive in recruiting and retaining teachers and staff.
